I don't think the first quick man stage glitch is allowed because it exits a room in a way that's not intended and thus not continuous with the game (uses an up/right exit). I think I read it somewhere that such action isn't permitted within the rules. Also, the backgrounds and the physical blocks you stand on do not match, although you can't see it well because the "lights on" trigger was skipped.
Of course, I might be wrong, and in that case the Wily 1 short cut used in the TAS would be allowed, too.
Are people still working on this, anyhow? Looks a bit deserted here...
