the old definition of 100% for Mega Man X8 required a New Game +, but was only marked as 100%. it sounds to me a run would be NG+ 100% if it starts from an NG+.

No one has really tried an 100% run starting from new game +, but I would say what you said is correct.
I'd say a simple definition is that whenever the ending stats of your last playtrough have an effect on your new game, it's a new game +. Simply a new difficulty level doesn't count, because it doesn't matter with which skills you ended your last game.

If you need to use a new game + in order to make 100% possible, you could still use this definition. If the % you got in your first playtrough has an influence on what you need to do for a 100% in your second playtrough, then yes, it's a NG+.

Say you have path A and B which you both need to take for a 100%. You can only choose one (let's say A) on your first playtrough, so you need a second playtrough. If all you need to do on that second playtrough, in order to get a 100%, is taking path B, then it's a NG+ (because what you did earlier affects what you need to do this time). If you need to take both on the new playtrough, then it's simply a NG (because it doesn't matter what you did earlier).

What if it's a direct continuation of the speedrun, such as Diablo 2?  In that case, I'd say it'd be just new game.  If 100% requires that you load from a previous playthrough, but the previous play through counts towards the %, I don't think requires it to be NG+.

NG+ to me infers the game was played before, and stats/items/unlockables were built up that won't be shown in the video.  That's the simplest definition I can think of and seems to fit with the current definitions on game pages listed.
Currently occupying the grey area.
If what you're saying is correct, Zenic, then wouldn't that make Kibbo's Nightmare run on Doom 3 a NG+? I don't see it that way, because none of the characters stats have changed. It's just the same marine with a pistol and bugger all health.  Grin

I'm not sure I follow.  Why would Doom 3 Nightmare run be NG+ by my definition?  If stats, items, or unlockables were carried over from a previous game, then it should be NG+.  If it's only the difficulty that's unlocked, then that doesn't count, see mike's comment about that above.

Possibly the issue here is that you've 'unlocked' the Nightmare difficulty. But obviously that isn't really an 'unlockable' in the spirit of how you meant.

That's what I said. The earlier taking of path A is percentage built up that isn't shown in the video, because (for speed purposes, I suppose) only path B will be shown.

Stuff like a nightmare difficulty isn't NG+, because what you did on your first playtrough doesn't affect how the nightmare run will be. In a game like Final Fantasy, a NG+ uses the skills you have learned in the earlier playtrough. What you did the first time, affects the current playtrough. If you learned skill A in the first playtrough, you'll start of with skill A in the new playtrough. If you chose skill B instead the first playtrough, you'll now begin with skill B instead of skill B.

In my view, my current definition fits all statements you made on NG+. If it doesn't in your view, I'm just not explaining it the right way Tongue
