No, but really. This was my most skillful run ever, and I lost frame rule in 8-1 due to pure luck. Run Time = 4:58.29 (What should have been 4:57.94). In-game times were the best I ever got in a single run.
1-1 - 370
1-2 - 346
4-1 - 340
4-2 - 355 (fast wrong warp = got frame rule)
8-1 - 200 (flagpole dumb luck = lost frame rule)
8-2 - 342
8-3 - 242
8-4 - 315


I think I'm going to throw my NES out the window now.

The "21 frame rule" (SMB1, SMB2j)
In SMB1 and SMB2j, every time the screen blacks out (entering a new level), the game delays for a varying amount of time.
The delay is actually calculated so that the current playing progress will be rounded up to next 21 frame boundary.

As an example, this means that if you complete a level in

1 frames, the level length will be N+21 frames
15 frames, the level length will be N+21 frames
20 frames, the level length will be N+21 frames
21 frames, the level length will be N+21 frames
22 frames, the level length will be N+42 frames
30 frames, the level length will be N+42 frames
42 frames, the level length will be N+42 frames
43 frames, the level length will be N+63 frames
And so on, where N is a constant minimum length of the black screen.
Therefore, the only part of the game that can be improved by a time less than 21 frames is the entire last level.

I'm pretty sure if you don't hit the very top of the flagpole you lose some frames? That's why it's faster to jump at the top then the bottom, if I remember correctly

This has been discussed briefly in this thread (page 43 for me). It doesn't make sense to me, but I don't know much about the game. See Kosmicd12's post:

compared to theory TAS:
1-2: lost a framerule (21 frames)
4-2: lost 3 framerules (63 frames) | really screwed up there but was too lazy to reset
8-4 room 2: lost 8 frames
8-4 room 3: lost 6 frames
8-4 room 4: lost 24 frames | pretty horrible water exit

I just got to ask. Is the 4-2 Frame Rules the hardest frame rule to get consistantly?
Bullet bill glitch is sort of easier to execute but rarer to get overall
My advice for 8-1 frame rule: Don't hit the very top of the flagpole.

I swear I lose the frame rule more when I hit the very top and andrewg hit the very top in his almost 4:57 run. I even did one run through that didn't hit the star block and hit the very top and still didn't get it. All I can say is: subpixels, subpixels, subpixels...
