One idea would be to do this as an individual-levels run, starting with the dash from the beginning.  At least I think that it wouldn't be disqualified for that reason.

Is it possible to take pics of 100% of the pokemon in a given level in one run through?  If so I would think this would be the best way to do an individual-levels run.

Probably not count the time going through the menus at the end, probably just the time from gaining of control to loss of control.

I don't know how the Mew level would work this way.

I did a VERY serious practice run of this game and MAAANN

There are JUST enough pokemon/points to do this game on the first attempt... For example

Do level 1 mostly through... stop as soon as you get your Kangaskahn (from behind) and Eevee pics...

Start Level 2... take a picture of Electrode and Electabuzz and Abort... you WILL have enough to get the Apple... saving almost an entire play-through

The less pictures you take the faster... but you much also count on being able to score well enough to get that pokeflute... you need the Flute to get the signs on Level 2 and Level 4.... so if you don't have it by then you can skip to 3 or 5 for points and come back.

Trick Shots:
Scyther is hard to get, and so is Gyarados... make SURE you get them your first time through (or in the case of Scyther, do it when you go back to get Chansey and Kangaskan for points)
This is like reading through the History books.... Snap has come a long way. Newest WR is 20:52 and the game still has a decent community for it. BTW, does anyone have any recorded footage from around the time this thread was made? I'd like to make a timeline / history of the run and I'm looking for old footage. Oldest i can find is Gia from 2008
