Thanks everyone, this has been a long time coming. I am really glad I got back into doing SS attempts after 2 years off. Special thanks to Zallard1 for finding the Glass Joe and Don Flamenco buffer strats, and Kareshi telling me the Don Flamenco 2 LLR trick.
I plan to push this into the 16:30's by getting a simliar run with much stronger times on King Hippo and Mr. Sandman. After that I will get back to work on some ILs.
I got a 16:41.40 yesterday. Pretty awesome and a great improvement, but not quite my goal of 16:3x. I am going to keep working at this. My new plan is to just go balls out on Tyson until I get a run where I just crush him at the end.
Also, I will be restreaming the run with commentary this Friday around 8 or 9PM EST.

Quick question, I hope nobody minds: what controls whether a star punch connects with Soda Popinski? Does he just take them before a certain point on the clock, and dodge them after? Is it luck? Something else?
I checked the links in Sinister's OP but I can't seem to find any discussion of that. People say to use star punches in a particular way, but I can't tell how reliable it is to hit him with them.
If you're trying to land stars when he's stunned, I think he starts dodging after the 2nd star, although I could be wrong about that (it's like that with Macho for sure though).
However if you hold down after his 2 hooks that he starts with (preferable to collect a star or 2 there), then wait a tad while he attempts to uppercut you (he'll duck and look at you weird), you can hit him in the gut which makes him really vulnerable to a star punch, then wait a tad and throw another punch to cancel his next attack, then you can throw a star and he'll take it every time because he's too busy preparing to attack you. I think when you're ducking, if you keep pressing down, it seems to make him more likely to do the uppercut instead of throwing more hooks.
It might be a little hard to follow that description, but the easiest way to see it happen is by watching sinister do it on stream or to check out the IL on the site.
Dodging after the second star matches what I'm seeing. Blast. I guess I'll just have to learn how to finish him without relying purely on stars. Thanks
Yeah, what Zallard said. Basically every boxer has a flag in the RAM that tells them how many star punches they can take before they are allowed to dodge them. It varies by boxer and stunned vs. unstunned as well.

For his express, the instant you see him stop moving (he also flashes if that's a better cue for you), dodge immediately! As soon as you see Mac dodging, let go of your dodge direction and press/hold it again and Mac will dodge the 2nd uppercut. Repeat for uppercut 3.
If you wanna do the quick dodge method (not recommended if you just wanna beat him), it's basically the same thing as above, except you press Up immediately after each dodge, which you have to do much faster than if you were to just normally dodge all 3.

The best way to do this is to hold up + start until you see him raise his gloves, then release. He will be transitioning his guard while your star punch smacks him in the jaw.
It was a 1:26.82, so still short of your time (and it was on emulator, anyway). Freaked me out a bit, though. This was WITHOUT the 40 health 3rd phase.
