I watched a bit of your VOD, and one thing you should note is that high punches deplete a different number of frames than low punches do. You have a 1 frame window for your punch to land, so when you start off the buffer with a high punch, Don will block every time, so always start with a low punch. Also as soon as you see Mac "start" his dodge, you want to quickly let go of left, then press/hold left again. Once you see Mac starting his next dodge, you just hold up+B (this is basically your quickdodge) and the ★ is yours.
Yeah. Solairflaire helped set me straight on how to quick dodge, and eventually I realized I kept starting him off with high punches, and it wasn't working.
I do that too much, punch high when I don't mean to. Just kills me on Sandman!
Thanks andrew and presjpolk! It's recorded and everything, which made it easy to see how many frames off I was on the 1:59 + 1 frame requirement for my knockdown. I guess whenever sinister ends up submitting his SS run plus IL improvements, I'll chip in with this one too. I don't know what else I could really beat of Matt Turk's though, I might be able to tie the Great Tiger time maybe? I just really wanted to improve this one since I found an alternate way to time phase 3's quick dodges very close to frame perfectly with a long left dodge. It's not a true buffer like the Don 1 strat, but it adds a really intuitive visual cue to act on.
EDIT: Almost forgot, sinister suggested I attempt Piston Honda 2 next since he's a password character, which means I can reset at the frequency of Super Punch Out IL resets, which is much nicer than fighting Don 2 every 2 attempts
Thanks! Matt Turk's time was 2:19.48, which was set not too long ago in response to sinister tying his old record of (I think) 2:20.00. I'm not sure if he tried anything fancy with his Sandman record strat wise, but I likely gain most of my time in phase 3 because of that added visual cue I mentioned earlier. 2:18.97 is possible, but I'm not feeling it at the moment. Maybe if I get lucky I'll get a chance to improve it, but it's doubtful.

Bottom line is you need a perfect 1:59 + 1 to improve, which is totally out of your hands. I think I have gotten one once ever.
Matt Turk did the frame perfect gutter at the end of the fight and said he anticipated the dlx so I am guessing he did not anticipate it as well as your buffer strat does, or he got a much higher 1:59 than you did (like at least 7 more frames).
Going through the video frame by frame, I was 6 frames away from a 2:18.99. 5 of those frames were from the 1:59 I got, and one of them was from phase 3. If 2:18.97 is one frame away from 2:18.99, then that means I lost 2 frames from an optimal phase 3 (if 2:18.97 is optimal without frame perfect gutter anyways).
Major props to McHazard for making the amazing discovery that allows this time. I simply modified my old phase 2 with the new frame perfect star punch and voila. He has inspired me, and hopefully others, to look for other yet unknown gems this game still has to offer 25 years after it came out. Unbelievable.
47.xx is possible with better RNG, and if you were to go absolutely crazy, crazy strats, then mid to low 40's would be possible. Would require multiple frame perfect moves and luck.

McHazard did not want me to reveal it straight out. He suggested I play it up a bit for show. No one even noticed when I hit a phase 3 star with only 2 stars. I think Zallard was the only one to have his mind blown, but it was still really awesome to beat the TAS, something that will likely never happen again in a real time run.
@McHazard: I don't know if you read this thread but if you do there are a few unknown things about landing certain stars on Macho that I bet you could uncover. I will give you more details here on in a PM, but I would love to get sub 50 Macho and there is one star punch that always prevented me from it.

I have already developed another strat that will allow for 45 or 46. Might try it tonight, but it will be quite a bit harder than the 48.
EDIT:
Managed to get Honda 2 down at 0:25 several times today. 43 or 44 is possible, but will require some seriously amazing skill to pull off.
