That was my 8th grade U.S. History teacher's room, Frederick King. He's a huge fan of soccer, and his favorite team is the Arsenal F.C. His room was plastered with all sorts of soccer-related stuff so I'm not surprised that flag had anything to do with it.
When I left the school in 10th grade, I personally needlepointed an Arsenal badge for him based on this picture:
He seemed to like it a lot. :3
