Yes, not the actual game but we're talking about practice.  I use Snes 9x for practice.  I'm new to speedrunning in general and I'm just trying to figure out the best way to practice segment by segment.  I have up through the Mist Clip pretty well down my best time defeating Mist Dragon  with no step manipulation is 10:27 but I'm just not sure how to optimally practice the rest as I learn.  From research and watching runs it's not so much the "what" but the "how" of practice.  Should I set a save state after each boss? Before? I'm just a little lost and would love any help thank you!

I can't say anything to FFIV specifically. But what I like to do for save state practice is cut it into sections. Start-Octomamm, Octomamm-Water Hag ect. Those sections can be shortened or lengthened by personal preference but I would suggest keeping them smaller but not too tiny. Boss to boss is a good general way to do this. When it comes to boss practice, having a state tight before the boss to practice strats and bad rng recovery is a good idea. This is how I typically work jrpg's I run.
Professional Second Banana
For learning a new RPG run, I usually try to learn & practice 1 dungeon-type area at a time (occasionally doing practice runs up as far as I've learned, to make sure I don't completely forget early-game still while I'm focusing on learning the later-game), until I feel ready to attempt a full-game run.

So for FF4, I'd break up into Start>Mist, Mist>Damcyan, Damcyan>Fabul, Fabul>Mysidia, Mysidia>Paladin, and so on.

Oh my God.  My favorite speedrunner and the person who inspired me to speedrunning gave me the answer I was looking for.  Can't ask for more than that.  Thanks puwexil! You rock, man.
