I'd wait for official ruling...because I don't know about the rules on memory corruption.
It sure as hell isn't NG+, because it's not game given NG+, it's a glitch to get the items...I can say that much.
All I know is that the current DK64 any% run by Ringrush (not on SDA however) uses memory corruption in the form of Funky's Weapon Glitch. However as said earlier, I have no idea whether this would be allowed on SDA as a run...
I doubt this is SDA legal because the file you would load would need to be created during the course of the run.

The current run on SDA already uses FWG, it's allowed.
You don't need to have the other file created during the run. As for the New Game file, that's automatically created as soon as you start the game since this game autosaves. It just needs to be on the card, so you could just start a new game (with other data on the memory card from earlier sittings), and go from there. It's similar to the typical NG+ situation in that it's taking stuff from a separate file of a finished playthrough and applying it to the new game.
It's an interesting one. Basically it seems to me (in the simplest terms) that what you are doing is using the glitch to create the option of a pseudo NG+ where one doesn't normally exist.
With the ruling however, you are undoubtedly using the other file as a direct crutch to your run. So I'm inclined to think that this would probably not be allowed, the time of both save files would be counted. One main reason for this is that even in a NG+ run, you usually still have to play through all the stages, there are limits to what is carried over. There seems to be no limits to this, as you mention, you could just do the intro stage then skip straight to the final boss.

As for whether this should count as NG+, I'd argue it shouldn't, since really what happens here is more akin to copying a file than anything else.

Yeah, that is what I meant. There are tricks in Skyward Sword that use premade files (thunderhead and skykeep early) which were already deemed illegal because you had to load a file made before hand to do it.

Ocarina of Time 3D has a newgame+ glitch that lets you start the game with any item on B. Super Metroid also has a NG+ glitch but I'm pretty sure that's considered illegal for speedruns as well, even as its own category.
It sounds like this is the same as the Skyward Sword glitches. Any file you use in this trick would have to be made during the course of the run. So, you would have to start File A, play up to level X, and use the glitch to transfer items/whatever to file B. This would probably lose time.
Manocheese has it. If you use a 2nd file to help your speedrun, the time needed to create that file would need to be factored into your run time somehow. I've yet to see a scenario where this would be faster.
