...as not in the most difficult to control, worst ai, or hardest to defeat, but most hated as in you down right hate them because of their humanity (or lack of it).  It should be the most sadistic, evil son of a ***** character in any video game you can think of.

For me, it would have to be Alex from GS/GSLA.  How I wanted to fight him just to kill him off.

I absolutely hated main character in Zone of the Enders 1. I can´t remember his name but all he would do was whine how all his friends got killed and he can´t make it and all tht kinds of ****.

Babik Nurn from Champions of Norrath. He was this little gnome you had to save but half the time the game would glitch and he would like get stuck in a wall or something. After this happened you had to restart the entire file....... Angry

The monks in Resident Evil 4. Not that they were hard or anything, I just couldn't stand that incessent chanting! I killed them just to shut them up. Ammo be dammed!

Yeah, Albedo is profusely insane.  Though, Kefka gives him a run for his money, especially since you somewhat sympathize for 'ole 665 by the end of Xenosaga II.

Albedo is cool! One of the few villains I really liked. I love the way he laughs. I must admit the fights aggaints him in Xenosaga were pretty annoying.
