I approve this run. 1:29 is the time at the final save after the last boss with 100% game completion. I saw no cheating or use of things illegal to SDA standards, and the video quality was as good as it needs to be. I must say, I an thoroughly impressed with this run. I saw a lot of very good skills and memorizing on the part of the runner. I really saw very little to no mistakes in this run, so the only way I think it could have been faster is possibly the bosses, or just a new route.

Audio and video are synched up throughout. There was no obvious cheating. Gameplay was generally good throughout. There were a lot of spots where gameplay could have been smoother, but had no effect on time because X doesn't get knocked back when taking damage with the armor upgrade. That's pretty much just a aesthetic issue, though. The initial fight against Burn Rooster could have gone better, though, as a lot of shots were missed. He also spent more time than he probably should have sliding down walls instead of falling in the initial Optic Sunflower playthrough, though this was improved considerably on the second pass. Awkward transitions between boss capsules in Gateway also cost him a few seconds. All in all, the run was good, so I vote accept.

The run has an intentional death, which saves time. There's no cheating and the saves check out fine. The AV quality is good enough in most parts, though I'm not sure if the sounds sync properly in a few occasions, like when the runner returns from the boss repeat room. It's likely just my player, but you might want to check it out if the other verifiers have noticed the same thing. Other than that I see no problems with it.

It's a substantial improvement (though much of it comes from the rule change) and the game play is considerably better than that of the previous run's. 1:28:xx might not be impossible, though; I'll probably check that later for myself. Requiring it would be unreasonable at this point, though.
I'm not sure what to think about that some of the slots aren't activated in the save (which means some of the tracked weapons aren't purchased), but the game thinks it 100% so I suppose it doesn't matter.
I suggest you accept the run. It's good both in planning and execution even with the things I mentioned earlier (although the Rooster thing is costly and if I'm right about the Sunflower thing, it's a pretty bad mistake) and the run's considerably better than the previous one; there's no point in rejecting the run.
