I just want to point this out again:

All racers need to be either on Skype or in the IRC channel (#megamanrelay).
All racers need to stream only their game in 4:3 the games standard ratio, centered and with game audio only if possible. If you're not planning on streaming to the channel in the google doc, you have to make sure that I know that.

Do you mean the game itself needs to be 4:3, or just the stream in general? GBA is 3:2 resolution, so there will either be thin black space at the top and bottom or I'll have to stretch the image.

I'm in the same situation as Flame, but as far as I understand, it just needs to go from the top of the screen to the bottom, and be in the center, right? If so, I think I have it, I simply went into Options->Video, and changed it to 3x Window Size, I'll attach a picture as reference. (Also Flame please don't judge my pretty bad time of Find the Shuttle, I was semi goofing around >.>)

Oh, don't strech it, just leave it centered and in it's original ratio. It'll be fine. (Only the top-screen for ZX)
The stream itself can be whatever, as long as it's not wider than 16:9.
