Been curious about this lately.  I've read that stream services are adamant about using VBR is because its bit rate spikes "cause buffering."  I've done tests with VBR and have yet to see this, but maybe that's just me.  I set my max rate to the same it would otherwise be at when using CBR so it doesn't spike past that from the buffer, and my tests have only shown me smooth results.  In OBS (and my overall network) it never goes past the rate I set it to.

I'm wondering if this really is as big of a problem as stream services would have you believe, and if so, explanation for why a rate of 500 jumping to no more than 2500 would cause anyone to buffer other than people who would've buffered at 2500 anyway?
