I know that this subject has been brought up several times on these forums. I in fact made a topic 3-4 years ago about this. Before anyone jumps the gun, my point to this post is not that they are beatable. I know they aren't due to conclusive evidence that was pointed out to me on said topic, which I re-read. My real point to this post is:

When I first bought this game, I had played for maybe a month or so and bought the Official Guide Book. I was oh... Likely 12-13 years old when I first got this game, I just turned 24. I could never find a working torrent/pdf file that I could show here. Plus, I kinda just gave up on it. I distinctly remembered from that guide book, for years, that in said book, it was possible to not only beat Balio and Sunder, but that they drop a Broad Sword and Asbestos Armor. Which is why I have always been so skeptical about them being defeat-able. I finally downloaded it and to no surprise, I found what I wanted.

Conclusive evidence that and Official Guide even states they are beatable. How official is the guide? I have no idea. If anyone has any information on the maker, please let me know so I can get a more full understanding.

I remember reading something on GFAQs about how they're not actually enemies with HP, just target-able sprites.

i have that guide and really its not worth the trouble.

They're impossible to beat. Their HP values are set so their HP never goes down, no matter what. The items they mention at the end however can be given to you by Balio and Sunder, but that's in the Wyndia prison.

"Official" guides aren't really useful. You know the Prima guide for Kingdom Hearts? They refer to Sephiroth's attack as Sin Harvest, yet S-E has confirmed that it was wrong(I still have the email I think).
Like I said, I know exactly what happens with them. The GameFAQs deal and everything. I know it's not worth anyones time.

And this is just what I could find immediately on Google.  I'm sure there's far more, and I remember some of the guides I purchased having errors.  I wouldn't trust them any further than I could throw them.  The writers, not the books.
