Okay, I know the method for submitting console games - record the gameplay onto a DVD and mail it in. But is that the only way? Or can I record my run via a capture device (the one in question being an Happauge HD PVR Rocket 2) and send the recorded file to SDA?

You can use capture devices and is pretty much preferred for modern consoles supporting resolutions higher than 480p by using component or HDMI
To submit a run, use this link https://queue.speeddemosarchive.com/submission/
After it gets submitted, it will eventually be added to the verification list where other runners can judge whether or not the run is legit, but in order to send in the files you either:

A) Get enough verifiers, pretty likely for common franchises
B) Set your run to public verification so that everyone can judge your run, this one is good for more obscure speedgames like Fantasy Zone.

You'll eventually get a PM and it will give you instructions on sending in the run, one of them being called SDASubmit (no public link available, only through PMs) where you open a special program and highlight your main files you want to submit.
