I'm using OBS to stream my games but I'm not sure what is the best server I should use in the OBS setting. is there site that test which server has best connection from where I am at?

Typically the server that is geographically closest to you is a good choice. If not, try out a few servers that are a little further away.
example: Living on the east coast: try out Ashburn VA first, if getting bad results with that then try New York Server
