It's been a while since this topic has been addressed.

Currently I'm running a Windows XP VM to get Future Cop LAPD running properly. The VM software I'm using is Oracle's Virtualbox. Would a run done under these conditions be considered valid for SDA?

Yes, we accept those nowadays for cases like this! Go ahead. To my knowledge, and the way the rule is currently worded, it shouldn't matter which software you're using so long as it's actual virtualization, not whatever Vine is doing. Not that I understand the difference but I'm going to assume whoever wrote that did.

Yeah, 1998 is a pretty tricky year...
