I'd find out who owns this apartment complex (if it is a company that owns several) and go through them first. If that is not an option or failed, I would then contact the utilitites company providing the water to your complex and report a problem, and explain your situation. However, they probably will need authorization from the management.
The other thing you could try is to call the police if it is above the decimal level for a noise violation. Since the unit is property of the apartments, it is the management's fault and they would be cited. If you kept racking up citations on them, they might find it cheaper to fix it or they may face jail time.
If that's not how it works, the other thing I would consider is to realistically find out what would happen if you bailed, and did not pay. Perhaps a covert operation into the management building to find your file (if it is not on computer) to destroy it? Okay, but seriously...I know from police...sometimes getting a "ticket" or "citation" in one city or state means it doesn't get reported outside the limits of the city or state. Meaning...if you have no FINANCIAL tracking on your lease (Bank Account, Credit Card), the worst they could do is track you and send you bills, or make a mark on your credit record somehow.
Depending on what you value most...and outstanding fine that nobody will do anything about or a deduction on your credit ranking might be worth the price of getting free.
