Did a small bit of other experimentation:

-First off, if you're running, every dust particle will cycle the RNG a bit, but stays constant if you just walk.
-RNG works very oddly when in "battle" areas. After a battle or loading from a save, the RNG remains consistent for a set amount of time or a set number of steps. To elaborate on this:
--After about 45 steps, the RNG will advance once on every step. I assume this means that you have a "grace period" of about that many steps after a battle before you can get into another encounter. This value may change depending on the location.
--After a set amount of time, regardless of whether or not you take steps, the RNG will advance every frame. It's something in the neighborhood of 15-20 seconds. This continues until the end of the next battle. Not really sure why this happens, but I guess it's a penalty for standing around.
-The RNG advances on every frame while on the World Map, and does not conform to the above rules.
-There may be hope yet for RNG manipulation off of a reset. The main thing that I'm finding is that you can buffer all of the command prompts when loading a save, but there's still some issues since it seems to respond within a small window rather than consistently. In any case, it looks like it re-seeds during the load with a 2-byte value based on the frames, seconds, minutes, and hours retrieved from 8006AA52-56 (frame counter is at 8010D704). This is the exact srand_init function that was disassembled earlier.
--The primary problem with the above is that it would be very difficult to confirm whether it works the same way on actual hardware, since I'm assuming the emulators I'm using to test with will have the system clock set to 0. If it is just the frame count since the start of the game that's fine, but if those values are set to the system clock there will be more of an issue.
--You can buffer the entire load process by just holding X, but it's still somewhat inconsistent in the number of frames it takes. In any case, still should be enough to work with. The Start Menu screen is actually more inconsistent.
-Soft reset does not reset the RNG, but loading will force it to be re-seeded. Hard reset would be necessary to force any sort of consistency.

Some other random thing that I found: if you have to format a memory card, the menu timing is broken and it has no "deadzone" on direction inputs. Basically, if you hold up, it will cycle up through all options on each frame, instead of just switching once. This affects the actual save menu too. It seems fixed after that though.

Following the chart,  (some details are changed) I have finished in 7:33, 7:23, 7:29, so I'm thinking that 7:30 minutes would be the average time.  Hypothetically, if you get all the luck to chain together, you should be able to achieve low 7:10's. (7:10-15)

I think your Enka is an Encounter.  So relief from encounter is running from the battle.

So it looks like he does abuse the levelling system a bit, and instead uses the Armadillo groups in the Muse/Highland border to boost levels. With the configuration of 5x Armadillos and 1x Armadilloid and at just level 12 after the Sindar ruins, you can get a total of up to 34,500 exp for one person. That's pretty damn good. I'm actually a bit curious now about some other routing possibilities... Getting Riou up to a certain level is important, but there are probably several situations where it would be beneficial to boost a replacement character significantly by abusing the Fire Lizard rune and creating a party of just 2 people. Ideal enemy configs would be groups of 6 with relatively low HP that can't attack back row. Probably only necessary to set up once or twice throughout the run, but it could definitely have a strong impact on things. Then again, it might only be necessary to build up tanks for revival purposes, since Kindness rune does most of the work anyway.

As for the rest of his route, he relies heavily on magic, which I would expect. The animations do take a fair amount of time though, so I would much rather stick to abusing Kindness rune, with maybe a couple exceptions. Having some good magic slips/runes to do some supporting damage can end some battles a turn or two earlier, I imagine. Having somebody with a ton of lvl 3 MP for canopy defense would also help a bunch for the later bosses.

I know it's kind of late, but after Neclord, Gustav gives a Mother Earth rune, so you could use that to have Canopy Defense as a level 2 spell instead.

I'd nominate Luc even in a run without S1 data. There are other candidates but Luc comes with 3 open rune slots from the start. And he has good growth in Speed, Magic Def, and an S in Magic. The downside is his E stat growth in Prot and his D+ in HP. However, as he is, in my opinion, the best magic user in the game, he would be a must if magic was to be used in the run.

Question about scrolls though, do they use the magic stat of the character using them to determine damage and what not or are they fixed?

I would definitely use Luc in a run, because he is a monster in magic and good in speed.  His HP is actually better than it was in S1, but he's still a bit of a glass cannon.  Best to stick him behind the biggest tank, probably.  For his rune setup, I'd probably end up with Mother Earth/Cyclone/Rage, or maybe stick a Resurrection in one of those slots.

I was doing a lot of toying around and routing with the early game.  I'm going to see what it's like to go through the game with Riou/Nanami at level ~33, see how much that hampers the run.  I'm just looking to see how low a level you can get away with after the Matilda grinding.

edit:  also, the 29 exits/entrances definitely works, and my idea was to just get Kinnison and Shiro (on the way to Tsai, put the nest back up, then reenter the forest after the Luca scene to get them), so that your post-fortress party will always be Kinnison, Shiro, and Gengen.  Then recruit Hanna on the way to the rune shrine (she won't join your active party, but she's a 2/0 war unit so I think she's probably worth getting).

These are the biggest routing points that I'm having trouble deciding at the moment:

1. When and for how long to abuse the Matilda glitch? The most beneficial point would be right before Sindar ruins if I only intend to grind up to level 30-something, since I could guarantee escapes in Sindar and beyond and toast Double Head. If I instead want to get one or two characters to 50+, it may be better to save it until Jess gives the mission since I could swap out party members and then give the Fire Lizard rune to Humphrey. Last option is to save it until after Muse and do it all at once and pick up the Kindness rune as well.
2. Is it beneficial to make two trips to Matilda, one for general-purpose leveling of the main characters, and then once more to train up the Kindness bearer*? In particular, go to Matilda quickly to level up the general party to ~34, then finish off Sindar and all events until Coronet. After Coronet, potentially take Kindness bearer* back through to Matilda, with the possibility of picking up Kindness at that point.
3. Who would actually make the best Kindness bearer? In terms of availability, rune slots, and stats, there are only a couple people to consider: Rina, Eilie, Tsai, Sheena, and maybe Chaco. I came to this by checking the stats, initial levels, and actual story availability of each of these characters. 3 slot characters would be best if you happen to get a Fury rune, but otherwise Killer or Gale runes may be useful (you'd have to get lucky drops for them though). Otherwise 2 slot characters would just be double-strike and double-beat. I can post the breakdowns on individual characters later.
4. Stallion. I think I've decided that it would be better to just max potch and bribe the enemies until you have to go to Banner Village, when you can recruit him for free, more or less. This is still an optimization point though.
5. Is there enough benefit to setting up the Kindness combo on a non-Nanami character at the beginning and then never having to change it?
6. Is it worth it/possible to farm for a double-strike rune early in Kobold Forest?

I'm leaning towards the following answers:

1. Getting Riou and Nanami up to level 40 should be sufficient for clearing the game. It gets a bit rougher towards the end of the game since magic can shred you despite higher levels, but still plenty good to beat everything. As for when, I'm thinking just before Sindar.
2. Just once should be fine, unless it's determined that getting Kindness early ends up saving time.
3. If I don't get a Fury rune, Tsai. If I do get a Fury rune, then Rina. Eilie is actually a very strong possibility if I get Kindness early and train her, since I'd have her for every boss fight after getting to Kuskus, but at this point I doubt that it would save time overall. Then again, Nanami is also present in every boss battle until near the end, so it would depend on just how much time I lose from switching.
4. Probably going to stick with what I said.
5. Probably not. See 3.
6. Probably not. You don't even need that much damage output at that point in the game; wait until you get the one in Tinto.

Here's my take:

1.  I think level 40 will be sufficient.  In my testing run, I got them to 33, so we'll see how that stacks up.  40 probably doesn't really require you to do any kind of a "only two characters survive" setup either.  I assume you would still get Futch and Humphrey but not complete their quest?
2.  By training the Kindness bearer you mean leveling them up?  I think sticking them behind a tank would be sufficient in that case.  If you mean killing them off, I think you could probably get by just by bringing them to Two River and have them die a lot in the sewers.
3.  I thought Rina would be the best bet if you got the Fury Rune.  If you went with Nanami, you'd have to train up a replacement at some point and take time to switch the Kindness/Double Beat/Double Strike after either Neclord or Greenhill.  If you have to train a replacement, I would lean towards Sheena.
4.  I agree that going out of the way for Stallion is not a good idea, since the small window is right before the Greenhill academy, which he can't join you for anyway.  I was also thinking that if you get him, it should be whenever you're in Radat naturally, which would be right before Banner Village.
5.  I don't think so either.
6.  Anyone who thinks this is worth it will change their tune after taking 20 minutes to get a Double Beat off a CutRabbit. Tongue

I have some questions of my own, not really major questions but just minor ones I was thinking about.

7.  Would Yoshino be worthwhile to grab (in Radat, on the way to Banner Village)?  I've been told she is actually a pretty powerful mage.  If there's need for a second mage, she might be a good pickup.
8.  Is there a more optimal/better early-game setup than "do the 29 entrances/exits, then only get Shiro/Kinnison"?  It would guarantee a Gengen/Shiro/Kinnison trio after the fort burns down, and then you could boot out two of them for Futch and Humphrey when you do the Matilda leveling.  And as a followup, I was thinking Shiro would be the one you keep, since he's a good early-game character, and he can come with you to Greenhill (which I've decided is a must for comedy purposes :P).
9.  I know we talked about getting Amada instead of Tai Ho as the Lakewest captain, since the duel is much easier to win than chinchirorin, but would Tai Ho still be worth getting because of both him and Yam Koo being valuable war battle assets (Tai Ho is a 2/1, Yam Koo is a 1/1)?
10.  In regards to #3, are there other characters you considered that filled most but not all of the requirements you looked at?
11.  We'd get Hanna at Toto (on the way to get the BS/BS runes) right?  She's a 2/0 war asset and takes no real extra time to pick up (she won't autojoin your active party, but she'll head to HQ).

Some more discussion to come later, but for now I just wanted to comment that I tried some alternate very beginning strats to level up for Flik. For safety, it's probably best to be level 8 with a level 3 weapon when you duel Flik. This is not a trivial time investment depending on what you fight. I did a short test run with the following goals:

-Skip Nanami in Kyaro. This is so the experience divisor is lower.
-Grind for a double beat. In this test, I got one fairly quickly.
-Keep the Fire Wall and 2 Flame Arrows. Don't use on the boss.
-Go through the motions to recruit Millie. The idea is that Bonaparte = free levels.

Coming out of North Sparrow on the return trip, Riou was barely level 7 and Jowy was level 6. This might be safe for Flik, but would be risky. The alternative is to grind in North Sparrow a little longer and on higher-level groups than the CutRabbits. Regardless, I immediately went to Ryube and started up Millie's small quest. I put the bird back and then went straight East to fight Bonaparte. I killed the bird groups in case they dropped a Killer Rune, but didn't find many of them. Bonaparte dies in 2 turns, and everybody gains at least 2 levels. Riou ended in the mid-9s. This also added 5 to the Pilika counter. I would consider these levels safe for venturing into Muse.

About the Pilika counter: going back into the Fort raises the counter by 1, and recruiting party members raises it by 5. Kinnison and Shiro only count as a single 5. Pilika's scene will be available as soon as you have accumulated 17 or more points.

I compiled this data when thinking about best characters for Kindness. RAW is the sum of all stats, not including HP. ADJ removes STR and MAG from that sum. Any columns of +Gale or +Killer refer to the column immediately before it. CRIT is self-explanitory, and MULT is my pseudo-statistic for getting multiple hits, and is composed of SPD + LUCK. The available formulas say only speed goes into the Multi-hit formula, but some outside testing shows otherwise. SURV is a score of survivability, based on PROT, MDEF, and HP/4. Any +Gale or +Killer columns assume that a 2-slot character will not be able to make use of them.

From this data, Tsai looks pretty amazing, and Chaco isn't so bad either. With a consistent way to instantly train him, Chaco would probably be best, but Tsai has great TECH and LUCK so he has an always-high crit rate. Chaco is a bit more durable. Nanami is still the best overall for the early point until double-strike becomes available, but training up the secondary bearer should come sooner rather than later. Rina and Eilie are attractive since you could train them up on the way through to get Kindness early, but whether that's good or not has yet to be tested.

My main thinking is that MULT will be one of the more important capabilities so that the Kindness brute can take out the many forced zaku battles throughout the latter half of the game. CRIT is more important for the boss battles since it can reduce the number of turns required for them, in addition to making them a bit safer. That aside, each of the pieces is necessary for different reasons. A higher TECH stat is needed to ensure that hits actually connect, and LUCK plays into both CRIT and MULT. SPD is not really a concern if you have a fast person with Spark instead. This would be even better if the mechanics to Spark work such that it gives all slower users the bearer's SPD for that turn, which would then go into the other calculations, but I will assume that's not the case until shown otherwise.

So Tsai or Chaco would be the best two-rune Kindness bearer, but Rina is probably the best three-rune one still?

Also I tested the Cavalry/Chaco/Templton setup in L'Renouille earlier (with Flik since he starts at the front).  At worst it's a five-turn battle, where the only person moving is Flik, and nobody goes after him to attack.  It might be worth getting Templton post-Blinking Mirror, especially if a similar setup is possible for retaking Muse.

Chaco has three slots, although he doesn't get his last one until 55. He joins at 27; it would be possible to bring him up to mid-50s with one orchestrated training battle, especially if you wait until EyeFlowers are available.

I have to review the exact win/loss conditions for every battle before I start to plan for specialized units like that. I'm still leaning towards a bumrush strategy being fastest though, without Templton.

My idea was to "farm" deaths on the Kindness bearer in Two River, but I don't think there's any bosses in Greenhill or Matilda, so I guess we could kill off Chaco then, right?

After looking it up, the next boss after Pest Rat is the Worm in the Toran Republic.  Really easy to have Chaco ready by then.

A point in favor of Tai Ho as the sailor is that he comes with a Killer rune that can be removed and given to the Kindness user.

I think we might be wasting too much time with the Matilda trick. What about just go in, win a fight against the birds (with Nanami or Riou or both getting the exp), then just kill yourself the next battle to get back to White Deer Inn with your levels. Could even go for a risky 1-character alive fight after the first one, if you die you get back on track, if you win you get even better levels.

Does Flik's higher level make the duel harder? AFAIK the transfer means the characters start at 1/3 of their Suikoden 1 level, so for lvl99 it'd be lvl33. Maybe have a file with Flik at low level just so the duel is easier? Level 20 is probably still the lowest he'll be.

The Killer Rune would be unnecessary if we got the Fury Rune, and it might be unnecessary in general, but it's something to think about.  My main reason against getting Tai Ho is that it would introduce a big point of luck in the run, and I'm trying to avoid those if possible.

The Matilda leveling is definitely going to be tinkered and experimented with a lot, and I don't think we'll find the sweet spot formula until after doing some actual runs.  Off-hand, I would say that your strategy is risky because you can run into Phantoms, and failing to run from them would be the end.

Flik's level doesn't affect the duel at all.  I went back and experimented with it, and the duel is no harder.

And as a side note, the Suikoden import level formula is a bit more complicated than that:

bonus = (suikoden_level - 50) / 10 * default_level / 10

and only if suikoden_level is 60+.  If the character is 99, you get a flat five-level bonus on top of that.  And the highest-level character of the lot gets a five-level "favoritism" bonus (if you have multiple at the same level, one is chosen at random I believe).  So the following characters are affected:

Clive:  16 --> up to 27
Flik/Viktor:  20 --> up to 33
Hix/Luc/Tengaar:  27 --> up to 42
Meg/Stallion:  31 --> up to 48
Futch/Humphrey*:  34 --> up to 52
Kasumi/Lorelai/McDohl/Sheena/Valeria:  38 --> up to 58
Pesmerga:  50 --> up to 75

(this excludes the five-level favoritism bonus)
*Humphrey will come equipped with a Windspun Armor if he is wearing one in your S1 import save.  This appears to be the only equipment that carries over.

I believe weapon levels are also increased, with the formula

bonus = (weapon_level - 10) / 2

You can still run into phantoms on the way to highway village. The risk exists for both strats.

It would be a good idea to check how long Tai Ho recruit route takes on average, versus the time it takes to get Amada. Also as you said, war battles are a big factor. If it turns out that Tai Ho and Yam Koo can help our odds significantly in war battles, then it might be worth it to take this chance to reduce the other. That's on top of saving time and getting the killer rune.
