Softmodding to get around region lock is ok, since it's doing basically the same thing to get around the region lock as a hardmod/modchip.

Yeah, my Skyward Sword run which is on the site was done on the Japanese version with an American Wii, using softmodding. It's allowed.

random thing marredelaprepa, there are weekly metroid prime 1 races, Saturday 7pm EST time, so if you're speedrunning metroid prime 1, you should get into it Smiley
