Luckily for me someone who knows RE2 like the back of his hand helped answer my question. Acid Rounds ARE stronger than the Flame Rounds when it comes to taking down Birkin's forms.
I think I may give up the full game run, but not the Arrange Mode(Arrange should be able to get a faster time then a regular run, but I will do a regular run to help improve the current times).

Just went through Claire's A scenario(Surprised I made it out alive. This means this is the second RE game I can go through without cheats >_> yeah I suck that bad). It was hard and I made a number of bad errors. I wasn't really going to try and beat the time at first, just see how fast I could beat the game and improve my mistakes. I did fine(Time was 1:23:55). Most of my errors
Not picking up Handgun bullets(When I reached the secretary's office, I had only 1 Handgun bullet).
Not using the Grenade Launcher in the room with 6 zombies(I forget the name, but its the room to the right of the entrance) and instead running through.
Not killing the Licker in the Golden Cog room, as well as on the 3rd Floor.
Forgetting to grab the Red Jewel while heading towards the door after getting the Diamond Key. Chances are I didn't have enough space for for the bomb and detonator so I needed to get them first anyways, but I need to fix this.
Heading the slow way to the 3rd floor(I needed to get Herbs and use an item box)
Made a wrong turn at Albuquerque(Err took the right when I should of taken the left in the 2nd hall before reaching the Tram room)
3 minutes to grab my lunch(I realized I was cooking when I started to I ran for it)
1 minute cause the phone rang.
With all that factored in, sub 1:20 is possible for me on Claire A. And since thats the hardest of the 4, I should definitely be able to get sub 1:20(Maybe even sub 1:15?) for the others(Except maybe Leon B).
On Dragondarch's Claire A run, he mentions he needs to use 14 Flame Rounds on the final boss. Is this for BOTH forms or just the 4th one(The dog-like one)? I'll have to recheck it.
If it was both, then Flame Rounds are betters as I used up 19 in the final fight(Both forms) and had to use 1 Flame Round.

Just to clarify some things: would this be on the gamecube version as you said so earlier?
If that is the case than you should aim for at least a under 1:10 for claire A and somewhere around 1:08 for leon. if your hardcore than it should be possible to get a 1:05 if you like trevor or zeno.
if i remenber correctly the only place where the handgun is used is on the bus at the beginning of the game either shoot the crawling zombie or crush it's head and then shoot 2 into the walking zombie and run past it. to make room make sure to deposit your handgun and knife either at a: when you first go in the door on the left and the first item box you arrive at or b: when you get to the waiting room after getting both jewel while heading for the valve. this would also be the only time using the item box for leon a at least.

My actual record is in the 1:13:xx range for the psx version on a ps2 (no special weapons used; US NTSC version - no fast loading times used).
