Notes for OBS: I posted another thread about having issues recording.  I couldn't get any other program to work.  For OBS my max bitrate is 15000, custom buffer of 0, audio bitrate is maxed, fps is 60, no resolution downscale, for advanced settings I am using CFR and custom settings are crf=15.

Strangely enough I tried crf=0, and while it made a raw video (like 250mb for 8 seconds of footage), it didn't look any different after Yua encoded it.

Quality looks good. Don't worry about the bitrate, since it's a 2D sidescroller there isn't that much motion so extra bitrate is useless. Also, since it's 1080p 60fps consider doing atleast an IQ encode maybe even an XQ.
