Ok lets try this again. I changed the resolution to 720x480. And I think everything else is at your specifications.  I must say it did improve in quality.

It looks like that footage is being deinterlaced in the VHS to DVD program (which makes it unsuitable).

Judging by the Newegg review it works with OBS and XSplit so it should have DirectShow drivers.

I am using different software now:

Capture software: AmaRecTV 2.31
Encode software: anrichan3.3
Capture video resolution: 720x480
Title: Castlevania II on Wii VC NES (NTSC US)

For some reason, I could not find on anrichan how to use 720x480 @ 29.97fps.  I am not sure if this is an issue or not for the final encode??
