but.. isn't it possible to play quake in slow motion with the timescale command? how can a verifier tell if the demos were recorded in slomo?

Playing in slomo causes a number of effects which are detectable by analyzing the demo files themselves, and even if only video is provided there are still things like unnaturally fast reaction times. Experienced verifiers will spot them for sure.
