Also I remember there being another easy to obtain Rare Candy, but I can't remember where it was. :\

Abra, you say... not entirely sure if the time it takes to catch one would be worth it, also factoring in that that would then require using the PC to deposit something (it would be the 7th Pokemon acquired), and that it might involve using a Pokemon Center that could otherwise be missed. Can't Teleport to Mauville the first time anyway, because it's necessary to get Strength from Wanda's boyfriend by clearing out Rusturf Tunnel.
Hmm... Abra are found in Granite Cave, which is nice and early. Best place to Teleport to is probably Rustboro City.
Teleport to Rustboro after Meteor Falls incident -> Get Strength -> Head to Mt Chimney (saves like 20 seconds)
Teleport to Rustboro after beating Flannery -> Head to Petalburg to fight Norman (saves like 90 seconds?)
This is based on the fact that going from Rustboro to Petalburg is faster, since the ledges can just be jumped rather than needing to use a Repel. From then on I would have Fly, rendering Teleport pretty useless. It looks a bit tempting on paper though Sad

According to my old notes I was Lv32 before I fought Winona last time, meaning I would need 4 of the blighters. The reason I single out Winona is because she is somewhat difficult but also slow, requiring a lot of luck to beat, let alone beat quickly, at that level.
Let's see...
Desert Rare Candy: ~12 seconds (quicker than I thought really, I forgot how tiny that place is >_>), 30+ if Abra is used
Petalburg: ~15 seconds
Route 120 Cut: ~30 seconds getting/teaching Cut, ~20 seconds getting candy (too slow methinks)
Route 120 Surf: ~20 seconds, 2 minutes if gotten after fighting the Kecleon
Mt Pyre: ~10 seconds
And of course, me being the lovable idiot that I am, I naturally forgot to check for candies hidden in regular item balls... there's one quick one on Route 110 (~20 seconds), and if anybody knows of any others, that'd be great (the ones in Granite Cave and the Trick House are obviously unacceptable).
So... if I/whoever were willing to manipulate just 1 extra candy before the Winona fight, that would give 4 with only ~50 seconds worth of detours. This would almost definitely save time, and leave at least 2 for Kyogre, where every level makes a BIG difference in damage and outrunning potential.
Actually, now that I think of it, a little bit of time will be lost every round with Kyogre due to rain messages... still probably quicker than getting Brick Break and switching between the two in the menu though... Ooooh, this is so mildly exciting!
Kyogre should be the pokemon of choice once it is caught.  I used Surf/Calm Mind/Ice Beam/Thunder, but that requires a detour for a rival battle.
DS Dictator
The oldest or 2nd oldest PKMN Sapphire TAS is the probably the easiest one to follow. The newest one is too unreliable even for a segmented run (new segments for every "must" battle completed with Machoke will be annoying).

Too bad the Lilycove store is blocked by the rival because you can buy your X stats boosts from there too & TM Thunder. The first 2 TASes also used Quick Claw abuse & Crit hit & Drizzle in the Elite 4. Something that is quite difficult here.

But if you can find X Speeds along the way + X Specials and probably TM Thunderbolt this can avoid the optional rival battle and the store overall.
You're not going to get Thunderbolt in a normal game because it will involve going through New Mauville.

While it is going to eat some time going through the optional rival battle, it does give experience to Blaziken/Swampert for the Tate/Lisa battle.

No reason for either, actually, simply due to the sheer power of a rain-boosted Hydro Pump. I think I said earlier it would 2-hit-KO Wallace's Lv43 Milotic, so nothing else should be able to stand up to that kind of power, except for maybe Glacia's Lv53 Walrein. Yeah Hydro Pump's accuracy isn't that great, but it shouldn't take that many attempts to get it to stick... let's see...
Chance of 5 Hydro Pumps hitting in a row = 0.8^5 = 32.77% (About 1 in 3)
Chance of 6 Hydro Pumps hitting in a row = 0.8^6 = 26.21% (About 1 in 4)
Neither of those are particularly bad odds at all IMO.
What would be your Kyogre's moveset then and how will you address the constant PP problems throughout the Elite Four?

I thought of using a PP Up, then UltimateDarius suggested Leppa Berries. I personally would be getting some Ethers and Elixirs along the way anyway, so I only have to stop at PokeCentres when absolutely necessary, and I might have some left over. Moveset would be the set when you get it: Hydro Pump, Ice Beam, Calm Mind, Body Slam (no teaching Rest @ Lv50 obviously). I'm sure that's all that's needed, the only move that would potentially be worth getting would be an electric one like you guys suggested, only Thunderbolt/Thunder take too long to get and even a resisted Hydro Pump is stronger than a super effective Shock Wave. But it's still pretty good coverage, since Ice Beam is strong against a lot of things Hydro Pump is weak against (Sidney's grassers, everything Drake has, etc). Body Slam could be useful to get in a quick hit to avoid a trainer using a Potion (i.e. to make sure that Hydro Pump kills, won't help much with Phoebe though...) and the buffing abilities of CM should be obvious... if it's needed at all Tongue

Poke centers waste time.  If at all possible, you should find quicker ways to heal, i.e. the bed in silph co, the healing square in lavender tower, and the ethers/elixers such as in my Fire Red run.  The only reason you should ever use a center is to deathwarp somewhere.

As for Body Slam, it's not worth keeping.  Kyogre will OHKO or 2HKO everything in the Elite Four with the exception of Glalie since it uses Hail, negating Drizzle.  Against Glalie, Surf is a 3HKO unless Calm Mind is used first.  I can't remember Sealeo, but I think Thunder was a 2HKO there.

It's true that Body Slam isn't worth keeping... if there were something reasonable to replace it with, that is. Leppa berries = instant PP heal in battle, and Ice Beam can be spread around a bit in the Phoebe battle if I really need to save on Hydro Pumps, or even bring on the Return of OverheatTM. My one run was 2:40, but I lost HUGE time in Mossdeep City by firstly taking on the Gym with no Sharpedo, and secondly catching one that was too slow (stupid Sassy nature -_-), meaning I had to catch ANOTHER one. I also wasted time catching a Lombre, thinking it would be a useful TM slave, and lost a bit at the end due to inadequate techniques and items. Another ~6 minutes will be saved via not-needing to train Torchic to Lv16, thanks to those Rare Candies. I'm sure once I get this all planned it could be close to 2 hours, but like I said I'd like to try G/S first. And get a GameCube... and a GB player thingy... and a DVD recorder... and finish exams first... and make sure my Gold version's battery is still working...

Ice Beam will lack the STAB and Drizzle benefits.  Dusclops has insane defenses in the first place.

As for the Pokemon I caught, I used the starter, Zigzagoon, Tropius, Castform, and Kyogre.  I think I'm forgetting a Pokemon though.

I meant to spread Ice Beam around the others and use Hydro Pump to (hopefully) OHKO the Dusclops. Ice Beam should 2HKO the Banettes and Sableye, maybe one-hit after a Calm Mind but I doubt it. It might not even matter if Leppa Berries can just be used anyway.

On the other hand, Gold seems to be working, which is very coolness Smiley

Not all of the time estimates are filled because I haven't completed a test run, but I used a similar strategy to get a time of 2:30:42 so I should be able to get sub 2:30 with this modified route.
The only thing I haven't decided on is when to evolve into Blaziken. I can manipulate Rare Candies from pick-up and find others on the way, so I'd like to know the best time to do so.  The earliest I can do it is before fighting Norman, and that would only require 1 extra fight.
I should be able to start recording this weekend, or next week if all goes well.

I had a quick look at the plan and it seems pretty sound (White Herb is an interesting idea). I won't say much now because I'm busy + lazy, but you might have some competition when I'm done with Silver Tongue
Unfortunately in my ruby test run the woman who gives you the white herb isn't there.  I think she dosen't show up until a certain point
because she said the flower shop just started selling saplings and she went overboard.  If this was my only good idea it means I've contributed nothing.  Sad

Also, in my ruby test run, using the sapphire strategy I'm right before the first archie fight with a time of 0:52.  I'll post again if I find
out anything else.

edit 1:I checked a guide and it says she appears after beating Wattson. So it could still be useful for the second fight with archie, or on
anything that uses sand attack.

edit 2: Now I've got it figured out. You have to go inside the store and talk to the woman inside. Say yes to her question, exit and the
lady will be there so you can get the white herb. I was about to challenge the petalburg gym so I don't know if this can be done at anytime.

That sounds like a very good time for that point in the game, especially for a test run. You do seem to grab an awful lot of berries though, and with all that segmenting you could probably save a minute or two just by not-getting them and restarting until a given move misses. I can't remember anything too nasty status-wise from my run, or at least not-dying was generally more of a priority. Hmm...
Note to self: Explore the possibilities of Swagger abuse with Persim berries.
The white herb will restore your attack after intimidate.

Acturally you're right, most of the berries can be skipped. They help me get set up easier, but since I'm segmenting I might as well skip them and reset until they miss.
They just take out a little less luck out of it, but since this is a speed-run I should have the opposite goal.

Also, it's very amusing seeing Archie's Mightyena use swagger on me and have the confusion cured right away. Smiley

Hey, glad to see someone is finally doing a run of RS. I'm having oodles of fun trying to manipulate crits for my Colosseum speedrun, so I'll follow the progress of this with care. Good luck with it
Ascetic_Swordsman, there's a much simpler, and fool proof way of beating the Pokemon league, I've done this hundreds of times over without failure:

Sydney: Use Blaziken's Sky Uppercut over and over on all of his Pokemon

Phoebe: Surf and Hydro Pump the whole way through

Glacia: Sky Uppercut again

Drake: Ice beam, over and over with Kyogre

Steven: Take out Aggron and Skarmory with Blaziken's sky uppercut, and the rest with Kyogre's Surf and Hydro Pump.

Sky Uppercut on Skarmory? I'd rather use a special attack on it, since it has double the Defence stat (140 vs 70 base) and is not weak to any physical moves either. If you manage to squeeze a Fire move onto Blaziken, even with an Adamant nature it will be worth it. Failing that, stick with any non-resisted special move (Surf/Hydro Pump from Kyogre out to do it, in your case.) Aggron, even with its higher Def over Skarmory does have a 4x fighting weakness, so a Sky Uppercut would be a valid choice here if PP is an issue.
Blaziken dosen't learn sky uppercut until level 59, and it's at level 40-42 when I make it to evergrande city.  I've tested it out, and Blaziken can beat sidney with just an X-Speed to outrun sharpedo and sweep with Brick Break. Glacia needs two bulk-ups and an X-Speed for a guaranteed sweep. I think it's easier to stick with kyogre exclusively after catching it just so it can get some extra experience.  If I can get a torchic with Hidden Power Ice 70, it might be possible to use just it and skip catching kyogre.  That's pretty unlikely though.
