I dont know if you're aware, but the Emerald RNG for generating IVs has been completely discovered. The IVs and natures of all Advance and 4th gen games are always generated in a fixed pattern, but in Emerald, every time you reset the game, this pattern starts again from 0, and the IVs change every frame at a rate of 60 frames a second. With this knowledge, it is possible to pick a starter or battle a wild Pokemon on a specific frame from resetting and always get the same IVs and nature.

There are 3 methods the game uses to generate IVs. Method 1 is reserved for the legendary Pokemon and the starters. Method 2 covers most of the wild Pokemon. It is unclear at the minute when the third method is used.

For example, with Method 1, 95 frames from resetting it always generates an Adamant Pokemon with 29/31/21/23/19/9 IVs. Since this is just over a second and a half from resetting, it is impossible to actually get this Pokemon, the startup sequence after resetting is too long. For something more feasible for an actual speedrun, at frame 7977, or 2 minutes 12.95 seconds after resetting, you can get a Hasty Pokemon with 4/29/13/30/2/31, a perfect choice for a Torchic starter.

Remember the frame count resets when you soft-reset the game (using Start+Select+A+B), so you can wait the time in the options menu, use a stopwatch to get the timing right, then start the game within a few seconds of the time you actually need to get the correct frame for the IVs you want. Activating a legendary battle or starter Pokemon, or using the move Sweet Scent for capturing wild Pokemon, all have an offset, which you need to deduct from the frame count to generate the time you should be aiming for.

BTW, I list IVs in the following order: HP / Att / Def / SpAtt / SpDef / Speed

I did some research using RNG Reporter to find a good IV/nature spread for a Torchic starter. Assuming max Speed and a requirement of HP Ice, the best option within the first 15 minutes of soft-resetting I can find is likely this one:

HP Ice 70

Unless you need a higher Attack IV, the Lonely nature (+Att, -Def) should cover the average IV stat. I am as yet trying to find one with higher offences and a slightly lower HP Ice power, but this one immediately stands out as a good candidate for a HP Ice Torchic starter suitable for speedrunning.

I cycled through RNG Reporter a few times, trying different Hidden Power combinations to try and find a useable HP Ice spread for the starters. One of the cool features about RNG Reporter is that you can set it to search for Odd and Even numbers that only generate the best range for Hidden Power, and by setting just the SpA, SpD and Speed you generate a Hidden Power range of 65 and higher. With that in mind, I tried to look for possibilities that gave good attack stats on both sides, as well as a high Speed IV.

IVs are listed: HP / Att / Def / SpA / SpD / Speed

Unfortunately you're not gonna get anywhere close to perfection on both sides without either some serious waiting around, or breeding. So, you gotta take what you can get. I would definitely consider either the 31700 or 68677 spreads personally, but the very late Rash spread offers some good possibilities as well if you need more special oomph. If you can afford to be slower I can try and include some possibilities with 22/23 IV or even 18/19 IV, it will matter less for Mudkip than it will for Blaziken, but if we are now considering HP Ice over Ice Beam on Swampert, it might be an idea to include spreads with slower speed because his base is so low on average (60 base)
It's like I'm addicted and can't stay away.  Anyway I'd like to talk about hidden power.  The earliest the TM can be obatained is after getting the secret power TM.  A woman then sells it in Slateport.  The secret power TM is obtained just before battling Brooke east of Fallarbor.  It's a slight detour to get it tin this case. 

The only battle it would be useful in is against whoever's in Mt. Chimney. 

If you were to get it then the best plan is to start by making Mauville a teleport checkpoint.  Get the strength HM if you want to, then teleport back.  Head North as usual and get secret power.  Now do everything else up to Meteor falls and teleport back.  Now head back down route 110 by cycling road or the grass trail, whichever's faster.  Buy Hidden Power in Slateport.  If you postponed brawly, go back there now.  Teleport back to Mauville when you're done.

If you don't want to go to all that trouble, it's also available in fortree.  Play a guessing game with an old woman and she'll give it to you.  If you're doing a segmented run, there's a hidden Kecleon in the trees west of town you can test HP on to confirm it's type.

Ice Beam is also in the sunken ship east of Dewford.  You need to surf to it.  Blizzard is in the Lilycove Mart, but you need to defeat the rival to get in. 

That's a lot of trouble to get an Ice attack.  I'm not sure exactly where it will be the most useful yet, but it should be.  Rollout might be helpful too.

For torchic users, High speed, attack and special attack should be the focus.  Mudkip users should focus on attack and special attack.  High HP and SD would be nice, but might be okay to sacrifice.  It might also be worth it to go with a low speed like Toothache said.  There might be some opponents it could still outrun though, so a good speed might come in handy.
Back in the game!
An example of being able to outrun certain pokemon would be, at least in my testing of Sapphire, the Guitarist's Voltorbs just before Wattson.  If the speed IV is at or above a certain point (couldn't tell you what, exactly, sorry), you can outrun them with an x speed. Another is the first Archie fight:  I have, once, been able to x-speed outrun Golbat and Sharpedo, usually it required an x-speed and then rock tomb/mud shot to hit.
Hello, I have been keeping up with this topic and although I can't do a speedrun do too recording I have been doing a 1 pokemon run ( plus HM slaves ) My pokemon was Torchic ( and its evolved forms ) Every battle has been easy so far, I just beat The 6th gym ( Flying ) using Rock Tomb at level 47 with Blaziken I found a Pelliper on my way to get a ZINC found slightly off the road to Fortree so he is my Surf/Fly slave before him I used ZigZagoon and I have Aaron for Rock Smash/Strength. I have no intention of worrying about the 7 gym ( Psychic ) because of the fact there pokemon are level 41 and my Blaziken is level 47 already, However I am worried about the 8th gym ( Water ) and if I do need help with the 7th gym I will probably grab a Sharpedo or Wailmer and use a rare candy ( Found on Mt. Pyre ) to get a Wailord and Surf, I don't want to being it's supposed to be a 1 pokemon run. Because I am not worried about time though I have been fighting Pretty much all of the trainers maiking my time 6:XX:XX ( can't remember ) I do have a question though what does a RELAXED NATURE do? Thats what my Blaziken has and for the 6th gym all I had to do was use 2  X-Speed and a single X-Attack to make every member of the Leaders team to die from Double Kick/Rock Tomb I mostly used Double kick though due to Rock Tomb Inaccuracy my Blaziken is slower than the Bird Pokemon because I have him equipped with the MACHO BRACE, and except for one pokemon, being Tropius I pretty much used Double Kick for the gym Tropius I used Blaze Kick, but all of them were OHKO's making it fairly simple, I'll keep up with you guys and tell you how the 7th and 8th gym go and the Elite 4. Welcome Darknight_lo.  I see you've managed not to make the first mistake most new runners make, and that is thinking you need a six pokemon team all at a high level to beat the game.  Good job there.  Focusing on one pokemon makes up it very strong since it gets all the experience.  You seem to be engaging in too many battles though.  Just try sticking with the mandatory battles only.  I used bulk-up to compensate for Blaziken's low level in my sapphire speed-run, which is available on www.archive.org 

Don't worry about catching a sharpedo for Liza and Tate, because you'll have to.  Don't worry, there a joke with it.  That is one of my favourite battles just because of how tough everyone says they are, and then I beat them faster than any other leader.

Relaxed nature lowers speed by 10% and raises defence by 10%, so it's a terrible nature for Blaziken.  Lonely (+att, -def), naughty (+att, -sdef), Mild (+SA, -def), rash (+SA, -SD), hasty (+speed, -def) and naive (+speed, -SD) are the best natures in order.

Yeah I'm at the Liza and Tate battle right now but haven't tried it yet. I figured out that I can knock out my HM slaves and can still use the HM moves making it so I can skip some Daul Battles and take the other Daul Battles 1 trainer at a him giving all experience to my Blaziken wich is now level 52 or 53, can't quite remember. His nature is horrible that sucks and I have Bulk Up too. I'm having trouble deciding if I should replace Blaze Kick with Over Heat. I killed everything in the 7th gym with 1 Blaze Kick so I don't think the leaders will be that hard. This is actually my 6 or 7th time beating Emerald however all the other time were over a year ago and I used Treecko/Mudkip for those, except 1 game where I used Blaziken, that being said I played throught Emerald 2 times before getting my route down again. I let you know how it goes and I will help with the figuring out things with the speed run. Thanks.
I finished the Liza and Tate battle without Sharpedo, it took some luck manipulation and Bulk Up but it was pretty easy after that. I'll go step by step

I'm kind of tired so I won't say much.  Blaze kick hits critical 1/8 of the time instead if the normal 1/16, so a critical blaze kick does more damage than a normal overheat, if that helps.  It doesn't drop your SA so it can be used multiple times.  Try using a dire hit, then get hit to lower blaziken's hp to less the, 1/3 to activate blaze. 

Another tactic I discussed with UltimateDarius was to use swagger to double blaziken's attack and have it hold a persim berry to cure the confusion.  Swagger is learned from the move tutor in slateport and almost every pokemon can learn it.

Plusle/Minun is also an option for helping hand. 

For those who know about the broken RNG, I'm thinking now that HP Rock 70 would be more useful if you're going to use Rayquaza.  HP Ice 70 is good primarily as a method of defeating Drake if you're going to skip Rayquaza.
If I used a X-Attack and/or Bulk Up then used swagger would it Double the original attack or the boosted attack?

Swagger is simply "sharply raises attack."  This means that the attack is raised two stages instead of one.  Two Swaggers = 4 x-attacks/bulk ups (on the attack portion of this, of course).  These max out at 6 stages, or 400% attack power.  However, helping hand does stack with the 400% attack power (not that it would come into play in your run).
What does helping hand do exactly? And as I said I would, the progress of my run is : COMPLETE! Yay! Yeah, I just beat the elite 4 and champion the only one who gave me trouble was the chamipon because of his all water types, the only two who gave me trouble REALLY though were Tentacruel and Gyrados. The other Elite 4's were either OHKO's and I think there were two 2HKO's And I think both of them were on the dragon types, anyway now proven that the game can be beaten with only Blaziken and HM slaves I will help with speedruns lol. Also, ask me whatever you want about my 1 pokemon ( + HM slaves ) run and I'll let you know what I did. Good Luck with your running guys!

The Master Ball is in the Team Aqua HQ in Lillycove.

Helping hand raises your partner pokemon's attack a lot in double battles and it is always first, even when the foe has higher speed.
Hey if they speed run were to do all the battle frontier symbols do you think they would allow the Pokemon dupe glitch? And would it be a separate category?

You better ask this question to one of the mods....
Battle Frontier is mostly luck based, so doing all facilities will be a living hell.
If it is allowed, then there could be 3 runs:
1. All Silver Symbols
2. All Gold Symbols
3. All Silver and Gold Symbols
So whats the estimated level of Blaziken when facing the Elite 4?

Well, I started a test run, I am trying to get a Torchic with a Lonely nature. Also, I am wondering if it would be faster to use something like a machoke with guts and facade because Guts boosts his power by 1.5 then Facades is boosted again with Paralyze or Burn or Poison to get to a attack power 3x the original, making it more powerful than a crit, now that I think about it though, he needs something to take care of the Ghost Elite 4.

Or does the Normal is immune to ghost and vice versa thing only start in gen 4?

EDIT: Machop can learn fire blast and other moves by way of TM I think this shouldn't be a problem, BTW I got a hasty natured Torchic.
EDIT 2: I forgot to change some of the stting in the beggining wasting about a minute, but it's a practice run. I just noticed, as an added bonus my Torchic is a female. I am thinking of getting Machop instead anyway. I forgot to skip a couple of battles here and there too so I wasted some more time Sad

If you're resetting for a starter on Emerald, then you will want to check out RNG Reporter and find a useful spread.

Useful non-HP spreads might be something like this (IVs listed as HP/Atk/Def/SpA/SpD/Speed):

Frame: 3253 (54.21 seconds)
IVs: 22/31/27/31/31/23

Remember when resetting IVs to time for a specific spread you time from when you actually soft-reset the game. If you want a specific hidden power then your choice of IV spread becomes limited and you may need to resort to drastic measures (for example, half-hour waits per reset). For longer resets you can spend the majority of that that time in the start menu so it doesnt count towards ingame time.

So for example, it will take about 10 seconds from resetting to get to the start screen. From there you can press start and you'll have the option of continuing the game. You can estimate how long it will take to select your starter, and this will give you a rough estimate of how long you need to wait in the menu before continuing the game. Its penalty-free RNG abuse, essentially, since the timing will be based on the actual ingame time, so the excess waiting for the right spread wont count towards the run time itself.

For frame 3253 as an example, the previous Lonely spread is listed at 3237, and the next spread is at 3274, so you have a very fine gap to hit.

I'm not exactly sure what you mean by "soft reset" but, I still got a good nature, Hasty, only 19 HP though, so low HP EV's this actually makes the couple of fights in the beginning somewhat hard because Hasty lowers my defence and I already have low HP.

Soft reset is done by pressing
A+B+Select+Start. It instantly restarts the game back to the title screen (useful for many speed runners segmenting a speed run during recording).
Yeah, I am going to have to restart my Emerald test run again after so many screw ups. Torchic needs to be level 16 by the time I get to Roxanne, so I need to figure out which battles I am facing and such, decide if I am going to catch Machop, and so on and so forth.

Emerald RNG abuse is really the way to go here. Given such a good opportunity as starter selection, it would be silly not to use it. That way, the game will go easier as you outspeed more things, and turn some 2HKO's into vital OHKO's

Torchic's best nature is lonely/naughty, and maybe mild/rash if Blaze Kick turns out to be useful, or if that and the charcoal is enough for some guaranteed OHKO's without Blaze.  It's best starting stats with either lonely/naughty are 21/13/10/13/10/11.  The 21 HP and 11 speed are rare.  With Emerald's broken RNG getting a Torchic with the IV's you want is much simpler. 

I'm also considering HP Rock over Ice since that could replace rock tomb and give a better weapon against Flannery and fire types, although if a fighting move can get the KO it should be used to avoid super-effective messages.  Drake would be tougher though, and bulk-up might be replaced by Blaze Kick, or Blaze Kick could replace Overheat if Bulk-Up is still needed.

Don't worry about taking too much damage, Torchic's HP needs to be low to activate Blaze.  Also, as a shameless plug I've started another test run of sapphire but I'm only at the Calvin battle.  Feel free to offer me advice.

Ok, so after restarting I got a Lonely Nature before even reseting once. High HP IV's as I have 21 HP.

Notes:

-I figured out that if I fight a single level 2 Wurmple before fighting May, my Torchic will gain two levels from the May fight.
-I am already planned as to what I am going to do all the way up until just after Roxanne. I need to fight all trainers on my way
Roxanne to evolve Torchic, get double kick.
-Bide on May 2 fight on Mudkip.
-Brawly ( Catch Machop? ) If I can get X-Attack in Petalburg buy it for Brawly, otherwise this fight will be somewhat difficult
-Teach Combusken Bulk Up instead of Bide
-Deliver Letter to Steven ( Again, maybe catch Machop )
