Before I post my opinion on this run, I would like to be clear on one thing: Are runners allowed to use devices like the PowerPak and other similar devices that contain the roms for the games but not the actual hardware? I'm only asking because it has been a while since I've done any game verification. From my recollection (and yes I'm dating myself to be one old guy) any emulation of a device has not been acceptable. I don't think the runner was cheating at all, but he did use a device that shows itself as PowerMappers at the very start of the run. If that is accepted, then I'll render my verdict.

Flash cart runs are currently acceptable under SDA rules, as long as the end result is functionally identical to a run on original cart - see section on flash carts at https://kb.speeddemosarchive.com/Rules.  If a PowerMappers menu is visible in the video I'd want to see it cropped out of the final encode.
First of all, I use that menu to reset since it can be done with the controller, instead of having to reach for the reset button of the NES every time I start a new attempt. As far as i know, there is no difference between resetting this way and the reset button.

As for showing the menu at the start of the run for a second or two, I actually left it in intentionally. I assume the menu itself is possible to manipulate, so maybe what it's showing is of no importance. However, assuming the menu hasn't been tampered with, it shows that no save state file was loaded when the rom was booted (the save state items in the menu are grayed out). Not that I can see how it would matter for this game, but I could imagine a scenario where someone plays up to a certain point and then inconspicuously loads a save state with e.g. favorable RNG. Again, maybe all this would anyways be too easy to modify if someone had the mindset of a cheater, but showing that save states weren't active was at least the main argument for showing the menu.

It would be no issue at all to remove the menu though.
Having kept it showing in the submission video is good? If it serves any kind of cheating verification purpose, I don't mind if it stays for the published one either.

I took a look at more of the KB stuff, and, well. I guess I get more of what's going on? The green goblin suit is one that smashes all enemies on screen currently, clearly.
