Yes, that site, or one remaining clone thereof, still exists. I do a bit of editing for them periodically. The thing is with only a few people working there, one of whom is also an admin on SDA, we can't really go out of our way to find games, play them and write about them very often. I wanted to ask the SDA community if they knew games they could candidate for inclusion. As I said we can't really write the articles ourselves so if you already know something about the game and could write a shortish-medium length synopsis, it could be included in the HotU collection!

So follow the link above and check out what the articles are like. Most of the games are for the PC, but we also include other platforms.

Here's what I wrote earlier on the HotU forums:
"So there haven't been any new underdogs recently. Personally I'm continuing to correct and neatify existing Top Dog entries. Meanwhile there's no reason we can't add new games as well. The thing is, the team is very small, and so if you want to see a game induced, you have to put in some effort yourself.

There's no easy-to-apply definition for an "underdog" and whatever definition you try to use, I'm sure there's games in the collection that don't fit it. For example, I just edited the entries for the three Gabriel Knight games which are some of the most popular and classy adventure games out there. Despite this, you should be able to defend your choice in some way, not just "it's my favorite game".

As I said, there are no active editors who could write articles about games right now (you're always welcome to apply!), and so you have to write the article yourself. If you leave your draft here, people reading this can give you feedback though. If we agree that the game could be seen as an underdog, you should next look up all the meta data like publisher, developer, genre etc. that you see given in each article. We can't currently host any files but feel free to look for relevant links to fan sites that host them.

I think the number one thing that bugs me with the articles on this site is they tend to be too verbose, so don't repeat the same points over again just to make it longer. Make it concise instead and assume the reader knows basics about games.
