Timing note: Character control starts after the "My hands are all messed up..."  scene. There is required gameplay after the credits so either pause the timer during the ending or keep it going. "Loss of control" could be the death on the dock when the Emergency Vehicles items spawn as that is the last thing needed for 100% in this run.

The run: So, when the current 100% segmented run was published, Replay usage was in its infancy for this game and instapass and duping were not a thing for several years. The currently published 100% segmented run did use replay to shorten the Fire Fighter sub missions (put out 20 fires on each island) but that was about it for replay use.
   
The run up for verification utilizes instapass and replays all over the place. The largest time save that comes to mind is the Taxi mission instapass. While the runner does avoid doing some of  the missions in any way that would appear intended or normal, the runner does start each mission at it's origin point even if it is then instapassed and the additions to the percentage counter are not artificially raised. Also, even though the stat screen at the end shows 19/20 Rampages and 72/73 missions, we see the runner do the rampage (not the way the game intended) and we saw the runner start the mission (why this instapass doesn't count on the stat screen while other's do is interesting...)

Gameplay wise this is very good and well routed. The runner also is able to efficiently make changes on the fly, which is necessary in this game since it is very dynamic, even when controlling traffic spawns.  The only things that looked like they could have gone better were Arms Shortage, Plaster Blaster, Marked Man (It looks like it went wrong), and the Exchange. The time losses from the above are very small though and in a 4+ hour run, do not add up to much. Shoreside Vale Vigilante is a problem but that is beyond the runner's control.  Espresso 2 Go was impressive to watch, and I did not realize you could do that last unique jump in that way during SAM.

Verdict: Accept.

I recommend the following: Publish this run and have it obsolete the segmented run. Segmented runs should not be slower than single segment by design. Had the segmented run not used replays, I'd say to rename that one to 100%  No Skips or something of that type. As for this run, since this style of run is the standard now, it should be the Single Segment 100% and if someone takes on the run and doesn't use replays, instapass, and such, we can categorize that then.

Gameplay: Very, very good. There are some visible execution mistakes scattered throughout, but overall nothing to complain about for such a long run. There were also several places with bad RNG (traffic etc) or hitboxes that were inexplicably (?) not registering.

As someone who is only casually familiar with this game, there were a lot of unintuitive strats and things going on from beginning to end. While it's therefore difficult to comment much on the route, it's still clear that a lot of (insane amount of?) work has gone into piecing everything together. From glitches and skips to the order of completing the tasks.

Overall: Fantastic speedrun. The time losses are kept to a minimum for a long run like this.
