i would like to make an effort to get into this speed running, spending +50 on this atm seems like a total waste of money and a fad atm so dont want to invest just quite yet .. .so. i saw this(above link). would this get my SNES and NES hooked up  ready to stream?

The Dork Knight himself.
Both of those should do the job fine, although with the Dazzle you'll probably run into some audio "quirks" when it comes to capturing/streaming. If that is truly an official EzCap brand device in the first post then that should be the better choice.
