So I decided to run this game, as I had played it a lot as a child. Never managed to beat it, though, since I was bad at games. Now I can see that it's not all that hard. Only got one real run of it that doesn't use much aside from a death warp in the first level to reach the power up for Stitch and keeping the machine through the entirety of the fourth level. Everything else is just doing the game normally quickly.
I did manage to find this neat thing, where if you press down on the ledge as Lilo it boosts you a bit forward. Using this you can lodge yourself into the rock at the beginning of the second level, but I can't seem to do anything with it since the switch is too far up. It also only works once, so you can't keep boosting yourself to go through walls, or at least not from what I've tried.
If anyone knows any glitches or techniques I could use to make this game faster, I would appreciate it.
