Well, maybe what I've tried will spark some ideas.
There's crouching, which decreases the area you can get hit.
I tried roc wing, and those meteors are everywhere. Since there's usually one straight above you at any point in time, and roc wing gets you up so quickly, the odds of hitting something above you are actually higher than any other method :P.
There's going under the platform to try and dodge from oncoming meteors, they're too fast.
Then there's trying to go with the flow of the meteors as you run away from them, which showed more success than the above method. They're still too fast to really avoid.
I tried going down into the corner of the screen, where I would have a lot of space to see them coming. Still to fast for me, but maybe if I practiced, this method would become viable. It seems the best for avoiding. But if Dracula shows up on the wrong side, where I can't get to the correct corner, I'm screwed.
So for avoiding meteors, a combination of the above two seems the best to me.

Edit: tried using the poison blobs to slow down frame rate, it doesn't work. They disappear when dracula reappears.

I dunno, I've personally had good luck with it, if I use it as soon as I hear the sound.  At least as good of luck as trying to get out of the way by other means (frickin TAS skeleton jumps obviously need not apply).
Just a couple of suggestions that I hope you can use for the meteors:

1)If you're close to a wall, you can try running towards it than wall jumping off of it over the closest meteor, roc jump as you start to descend, hit the ceiling, and as you descend again wait till your feet are really close to a meteor than roc jump again, repeat until meteors are gone

2) If you're far from a wall, run with the meteors as you said earlier, then when one gets really close, dash, then use the roc jump

(Of course, both methods require there isn't another meteor entering right above you when you press R, but for me at least it works more often than not, like 2/3rds of the time)

3) As soon as Dracula 2 makes the sound that signals a meteor attack, jump on the platforms, for whatever reason it seems the meteor rate on them is initially low on them, which may only buy you another 2 seconds, but hopefully its enough

Thanks for the tips, I'll try some of those out later.

I also thought of something- I could get jupiter from heat shade and halve the damage taken (give me about 4 hits from meteors before I die). Getting it wouldn't be hard, since I'll already be whacking away at a heat shade for a stylish suit and hearts. Of course, meteor prevention tips are still a help.

Also, in this practice run it seems I'll be able to cut back on maybe 8 heart pickups. More practice runs will verify that possibility, and I still don't know how much I need on dracula.

Nice thinking Strangeness! They are in fact stone element! That means cards from ice armor and stone armor.
Jupiter might be able to do the job, but I'll see what I can do with those later as a very good backup. I have to finish homework right now (second day of new classes). I'll redo practice run when I have some free time, and include the items.
Wow, did we really forgot about that possibility? 

I checked it out and it turns out the meteors are of the stone element (cockatrice).  Getting the cockatrice card shouldn't be too bad, nor should getting neptune (which is what I assume is what you were thinking of).  The healing effect is marginal, of course, but the main issue is hopefully the meteor problem is solved.  I'd still recommend getting the jupiter card, though.

Quite a nice run indeed Radix.  I never managed to put two and two together when it comes to some of the shortcuts you used wiht double and wall jump...so definitely awesome on that.

Looks like archive managed to break FTP on every one of their servers in the .us. cluster. I reported it to them but who knows how long they'll take to fix it, even for some as ridiciulous as that.

Good work Radix. You time is about 50 second better with my little brother time. He don,t use soldier fatigues route, but he takes night suit with hyena. Try next thief mode run. My little brother play thief mode about 45 minutes. time stopped 45 minutes instantly dracula second worm died.

Ah, a symphony of skill 8). I doubt my runs will ever be this good (maybe magician though, if summer ever comes around). And I will have to be a bit LuCKier. Although, you make those boss fights look easy. Here's a comparison- your damage against Dracula was 65, mine will be maybe 25. I have a question though- on the second form of Dracula, why do you not use the platform? I find it so much easier to rip him apart when he does the laser beams.

To Master-88, please tell us much more about the thief mode. I am eager to hear about this 45 minutes.

My little brother take both gauntlet with hopper before cerberus. My little brother take 1 hearth ex in triumph hallway flame armor enemy. He use hearth ex with Irongolem battle in Machine tower. Before Iron golem battle my little brother take Manticore cart in thunder demon enemy in machine tower secret room.

My little brother take Night suit with hyena before Chapel tower. He takes same time Both strenght ring with Were bear (this segment took long). He take thunder bird cart and more hearth ex with Flame armor enemy. He save game lot.

He collect after Camilla battle more Hearth high item.

He don,t collect potion his new speedrun. I.m hoping this new thief mode video.

SOTEOS: try beat magic mode Dracula faster. Use Uranus thunder Bird cart and Mars unicorn whip. This attack take about 4 * more energy with boss. Im hope lucky.

About magician- I have numerous improvements which I hope to complete during summer, it will be really fast- like 25 minutes. Among the improvements, Dracula will be killed by the skeleton, no need for a lengthy summoning battle. First and third dracula will go down a helluva lot quicker.

My little brother push start button after beat Dracula Magic mode and his time is 24.51 and SS magic mode is about 28 minutes. this run take really lucky.

Thief mode run like crazy, but im like this. Im dont play circle of moon But my Aria of sorrow time is Hard mode is 48 minutes. Maybe someday im try beat Dragondarch time, but not yet. Im work Metroid zero mission now.

Wow dude, is he recording this stuff? Is he going to send runs here? I am very intrigued if what you're saying is true. I have enough trouble finding time to record these runs, so I wouldn't mind if someone else got a super awesome magician mode up on SDA.

He don,t take video this run. Im sorry. Im know his Circle of moon run is very well/he are master.

But try beat him time, Im say this take lot time, but this not impossible (maybe). You need lot patience and trying every segment. SS- magic mode take really lucky, Big bone with skeleton take very lucky time. 
Castlevania?
I'm quitting CV speedrunning (for now). So if anyone is attempting to do a mag mode run and wanted a set goal, my time is 20m 47s before Dracula.

I hope someone would beat my time so I don't have to finish the video in the future.
