Question about IL tables

So I've started doing a MW2 IL table run, and I'm 1/3 of the way through. I just have one question regarding whether or not I have to do a specific mission

For anyone who has played MW2, you probably remember the infamous "No Russian" mission. If you haven't played the game, just look up No Russian on Google, and you'll see why that was, well, let's just say an interesting mission.
Due to the controversial nature of this mission, the developers of the game give you the chance to skip this mission without no penalty to the player. If you decide to play the mission, you can pause the game and skip it at any time. In single segment runs, we obviously skip this mission, but since it still counts as a mission, does this need to be ran? I am going to submit this run to SDA once it's finished.

For an IL table, it really should be run. An IL table is generally suppose to be a complete list of stages.

For an IL table you'd still need to run it, yes, just like an IL table of, say, Mario 3 would need all of the optional levels.

What about improvements to an existing IL table? I see people submitting one or two punchout ILs at a time - so I take it only the first IL table submission needs to be a complete one?

Related question: Rueake and I have been doing ILs for Orbs of Doom, but there is 1 level that is (so far) unfinishable because of an unobtainable item. Would it be okay to submit a full IL table with the exclusion of that particular level (possibly labled as 'N/A')?

If it's absolutely unwinnable (for any%) or uncompleteable (for 100%), then it makes sense to skip it, in my mind. When the page gets uploaded, there would likely just be a note about that issue on the page. "Note: X level is not included as it is unwinnable/uncompletable."

Similarly we have Sky Chase's IL in Sonic 2 marked as "-----" since you always get 2:06 on it. So we might do something like that.
