Where you do the firetruck doesn't seem to matter, but Angel Pine might be slower since you would have to drive the firetruck all the way out there. I'd say go with either Los Santos (good for getting it over with earlier on) or San Fierro since they have easy-to-traverse roadways (I wouldn't recommed Las Venturas since it has the highway, would really make things difficult).
What happens if you coompletes the Police Missions and Ambulance Missions? I have not finded that out, but I guess its like Maximum Max Health early for Ambulance, and for Police it's like No wanted level?

Aren't you still wanted? It only gives you the ability to hi-jack police vehicles as if they were normal civilians.
The reward for doing the Vigilante Missions in San Andreas is 150% of armour (Check your status menu, the bar doesn't increase in size, but it does increase).

That's only in VC. In this game, you get the officer uniform by getting 100% dating status with one of the girlfriends (Barbara, I think) and it's only a cosmetic change.

Segment 1 - Do the following missions: In the Beginning, Big Smoke, Sweet and Kendl, the Courier mission, and Tagging Up Turf.
Segment 2 - Spray all 100 Gang Tags (will require remembering where they all are) while on a bicycle to build up your bicycle skill. This can be one segment, because it takes so damn long. And make sure to pick up a Taxi car here.
Segment 3 - Do the BMX Challenge, then the Taxi missions, finish of with Cleaning the Hood.
Segment 4 - Do the Firetruck and Pimpin' missions.
Segment 5 - Do Missions: Drive Through, go to the Gym and work out, Nines and Aks, Drive by, Sweets Girl, Caesar Vialpando, High stakes low rider, Home Invasion and lowrider challenge.
Segment 6 - 8 Track (if your driving XP is high enough) and if successful, do Burglar after that.
That should get you started, and don't forget to buy properties. Good luck.

oO im not going to do it segmented, just split the movie so it gets easier to watch

If one is going for as quick as possible run, tags should be collected during trips for A to B in between missions or during them. But not bad suggestion.
