I played through this game last week. Only casually, but this isn't a glitch-heavy speedrun, so it was possible to follow most of what's going on in the run even without any accompanying run comments.

This run is top-notch. The execution is super-clean. I think I only spotted one clearly visible mistake, costing 1-2s. I assume there is a bit more time to save than that, but I don't know enough about the RNG, potentially faster solutions etc to comment on it. There was nothing that looked out of place or slow in my eyes though.

Looking at other runs done for this game, comparison seems to be a bit tricky. Some runs use e.g. turbo. There are also version differences (and the means by which the game is played) impacting the loading times. However, this particular run is a self-improvement by using the same hardware/software and therefore easy to conclude being faster than the currently published run.

A/V is fine. No cheating detected.

I watched the currently published run and this one back to back. I think I see where some of the time saves are (the first Ocelot fight and staying naked longer come to mind)

According to the runner's notes, this run was done with the PS3 EU Download version (Pal) while the currently published run was done on the PlayStation 3 Metal Gear Solid HD Collection US version (NTSC) (source: the run comments on the game page). I could not find anything about there being differences between the two, especially one being Pal and one being NTSC. I know that both games were played on a Pal unit.

As long as the two versions don't have any striking differences, I accept this submission as an improvement to the currently published run. Good job!
