Just watched both of these runs. I have to say, these are some of the most unimpressive runs I've seen this year, not because they're bad, but because they're done on very easy.
I think the only run that can compete so far is Contra 3 on easy. I think the name Final Fight One is short for Final Fight: One enemy at a time. :-/
Question about the second bonus stage: Is it really necessary to crush every pane of glass? You can just skip them all in the arcade version. Also, why is there no back-jumping? It's way faster than what you're doing in between panes.
Comment for both runs: FFS, HOW MANY SPECIALS CAN YOU DO ON VERY EASY DIFFICULTY!?!?!?!
Guy: This run seems okay. I don't remember too much bad except for dropping the infinite a couple of times when new enemies ran into Guy's fist. I know it's sometimes hard to maintain the infinite when that happens, so I guess it's okay. I'm pretty sure it's faster to use the sword during the cage battle rather than spam punch and hope both Andores run into your fist.
I guess I'll accept this because I don't see a lot of room for improvement, but I reject the notion that this is a real Final Fight run.
Haggar: This run isn't as good as the Guy run, but it's still pretty good. The runner generally takes out the enemies optimally, until the final stage. There are countless moments in the final stage where the runner sits there spamming punch and hopes the enemies just fall into his fist, which works if the enemies are coming from off-screen, but doesn't work nearly as well once the enemies are on screen. The cage battle in the third stage, is another offender where he picks up the sword and is too lazy to walk closer to the Andores to finish them off more quickly. Come on! Haggar didn't get good at piledrivers by just sitting on his ass. To be honest, those mistakes don't cost much time, they just really stick out in my mind.
BTW, the luck in the Abigail fight was ridiculous, that J was dancing in and out of Haggar punch range.
The standout moment of this run was during the final stage when a Andore chest-bumped from off-screen right before Haggar could grab the turkey. Accept for the comedy.
I know I'm just criticizing this run despite, but it's on very easy, and killing one enemy at a time isn't really that impressive. If I had my way, I would just reject this run for being on such a crap difficulty.

Belger proves his manliness by taking his time to get to the window and by summoning other goons to attack Guy. The runner got Belger where he needed him though.
I say that this run should be accepted as it is solid and consistent, even if the game is on very easy. Maybe the runner will consider also running the game at a higher difficulty in the future.

I think the runner could have been more aggressive with the second Andore during the cage match and walked over to him sooner. Love the Abigail fight. Also, as mentioned by the first verifier, there is a lot of wait and see moments with the punch spamming. Belger fight seems to take a while as well, though perhaps I'm just impatient.
Verdict: While not as strong as the Guy run, I say that this run should be accepted, though I also see room for improvement in stage 6 and the stage 3 cage match. Just because Haggar is cool does not mean that he can't be utilized better in the long run. Hopefully the runner will revisit Haggar on very easy and higher difficulty modes in the future. For now, let's just get runs with all three characters on the page.
